Tom Tarver
President – LBMC eHealth Solutions, LLC

Mr. Tarver has a wealth of experience in healthcare-related businesses and technology management. His experience includes senior management and CIO roles of both start-ups and large publicly traded corporations. His previous experiences include management roles at HCA in IT related systems for OR, Nursing, patient care, business office, and physician practice. He directed global management of electronic data interchange for Nortel. He was President and CIO for Link2Gov. While at Link2Gov, he oversaw projects including the technology for the Nashville Public Health Bridges-to-Care program, the design and development for the www.Nashville.gov website, securing and building the www.PAY1040 website and IVR system for citizens to pay their IRS taxes electronically.

Tom does extensive work with hospitals and physician practices in the areas of strategic planning, decision support, revenue cycle analysis, and workflow design. He is also a co-chair LBMC HiTech initiative and works with hospitals for meaningful use planning and practice requirements for EMR/EHR readiness.


Donna Gilley, CHC, CPC, CPC-I, CHC, CCS, CCS-P
Practice Leader – Practice Operations/Regulatory Compliance

Donna Gilley is a healthcare professional with over 22 years experience in medical operations and financial consulting services, and she is a practice leader in the healthcare consulting division at Lattimore Black Morgan & Cain. She co-chairs the LBMC HiTech Task Force, is a member of the HIPTN privacy and security workgroup, and assists clients in the area of workflow re-design and physician training before and during implementation of new technology. Her areas of expertise span the healthcare Revenue Cycle including health information management, billing office assessments, patient access policy and re-engineering, Federal, state, and local compliance initiatives, HIPAA privacy, medical coding and billing, Stark & anti-kickback regulations, and reimbursement methodologies including Medicare’s Resource Based Relative Value System (RBRVS). With a background including medical practice administrator and director level positions with several of the nation’s largest hospital corporations, she has experience in multiple disciplines of medicine in the physician clinic, ambulatory surgery, and hospital settings. She has served as an expert compliance witness in a high-profile federal litigation case regarding improper coding practices, and most recently served as the expert witness in a case involving federal reimbursement of medical devices and associated rebates. She serves on several healthcare editorial advisory boards and is a well known speaker on a variety of topics at local and national healthcare conferences annually.
